Getting from Tampa Airport into downtown Tampa: a taxi off the rank, a ride app, or the HART bus from the Rental Car Center?
Tampa has no airport rail. Everything except the taxi rank and the ride app curbs starts with the SkyConnect train, which runs from the Main Terminal out to the Rental Car Center, and that is also where the public bus stops. All four Red Departures drop-off lanes are closed for resurfacing until mid October. Follow the detour signs to the Red Express departures lanes instead.

What to Do on a Layover in Tampa, from a short sit airside to downtown plus one neighborhood beyond it
Under 5 hours: Stay airside. Wi-Fi is free, and the round trip into town plus screening on the way back does not sit comfortably in a short window.
5 to 9 hours: One move works: a taxi or ride app down to the Riverwalk, an hour or two on foot along the river, and the same ride back. If you would rather pay bus money than taxi money, take the SkyConnect out to the Rental Car Center and pick up Route 10 or Route 30, but check the printed times before you commit: two buses an hour is the weekday average, and the real gap between one and the next can be close to an hour.
9 hours plus: Enough for downtown plus one neighborhood beyond it, Ybor City or Hyde Park, and a proper meal. The Gulf beaches are a different proposition, far enough across the bay that they are a drive rather than a bus trip.

The HART bus stop is not on the terminal curb, it is at the Rental Car Center, which you reach by riding the SkyConnect train out from the Main Terminal and then following signs to the remote curb. The train is accessible from Levels 1 through 3 of the Main Terminal, runs 24 hours a day, 7 days a week, comes roughly every two minutes, and takes less than five minutes to the Rental Car Center including the Economy Garage stop. Hurricane season: The Atlantic hurricane season runs from June 1 to November 30, and the National Hurricane Center puts the statistical peak at September 10, with most activity between mid-August and mid-October.
