Getting from Phoenix Sky Harbor into downtown Phoenix: the free PHX Sky Train, the light rail connection, or a flat rate taxi?
The airport’s own free train does the first leg: the PHX Sky Train links both terminals and the Rental Car Center to the 44th Street and Washington station on Valley Metro Rail. Taxis carry a published flat rate to downtown, and rideshare runs around the clock. Roadworks on Sky Harbor Boulevard are in place until further notice and can slow taxi and ride app pickups. The free Sky Train is not affected.

5 to 9 hours: One move is enough: the free Sky Train to 44th Street, Valley Metro Rail into downtown Phoenix, a meal, and the same route back. Fix your return in your head before you leave the platform, and carry water.
9 hours plus: Downtown plus one neighborhood beyond it is realistic, or a taxi out to Old Town Scottsdale. In summer, build the outdoor part around early morning or after dark rather than the middle of the day.
