Under 5 hours: Stay airside. The two sides of this airport are not walkable and, if you landed at T3 or T4, the city is a shuttle plus a train each way. A short window does not survive that twice.
5 to 9 hours: One move into the centre works if you know your terminal. From T1 or T2 the station is at the terminal; from T3 or T4 the free Route 292 shuttle to Redcliffe comes first. Fix your return train before you leave the platform, because the trip back is the half that goes wrong.
9 hours plus: This is the Perth window that matters, because the long haul crews sit here overnight. A Go Anywhere fare covers three hours anywhere on the network and a DayRider covers the whole day, so the centre plus one neighbourhood beyond it is realistic. Watch the back end, which is the leg TO the airport: the last weekday train departs Perth at 11:38 p.m. and reaches Airport Central at 12:18 a.m., with Friday and Saturday extras at 12:50 a.m. and 1:50 a.m. The 12:05 a.m. figure is the last train OFF the airport, which is the other direction, and only Friday and Saturday nights carry anything later.

A short hop of 3.2 kilometres or less is a 2 Sections fare at AUD 2.40 cash or contactless, AUD 2.16 on a SmartRider at 10 percent and AUD 1.92 at 20 percent. If you tap with a SmartRider or a contactless card, the system caps you automatically at the Go Anywhere fare, and then at the AUD 7.00 DayRider rate if you keep riding, so you cannot overpay by tapping too often. A metropolitan taxi is metered under a regulated maximum: flagfall AUD 5.60 plus AUD 2.20 per kilometre in the Monday to Friday daytime tariff, and flagfall AUD 8.00 plus AUD 2.20 per kilometre at night, at weekends, and on public holidays, with a further AUD 4.70 in the small hours of Saturday and Sunday. Those are ceilings rather than set prices. Ask about airport fees before you load the bags, because note the regulator mentions airport fees only inside the CONTRACT fare rules, and a contract fare cannot be arranged at a rank or by hailing, so it does not cover a metered trip off the airport rank.
