Bucharest keeps its airport 16.5 km north of the center, and it runs 24/7. Two public links matter. The train to Gara de Nord is the one to trust at odd hours, and express bus 100 into Piata Unirii is the cheap way straight to the old center. Bus 442 stops here too, but it gives up at Piata Presei. Taxis and ride-hailing both work, though while the arrivals car park is being rebuilt the bus stop and the ride-hailing pickup zone both sit out in front of the Departures terminal.

5 to 9 hours: Now the train to Gara de Nord and back makes sense. A meal and a walk through the center both fit, as long as you plan in blocks of 40 minutes, because that train interval decides everything else.
9 hours plus: A full Bucharest day works. Old Town, one museum, the northern lake park, and none of it rushed. The train runs all night, so a late return is not a gamble.

Wait for the conductor and the same ride costs RON 13. Buying first is the operator’s own advice, not ours, and the contactless POS terminals on board are the fallback.
SIM cards and top-ups: The Relay shop on the connecting corridor between the Arrivals and Departures terminals sells SIM cards. Top-ups happen there too, plus at the postal counter and at the SELFPAY payment station inside the Carrefour supermarket.
Taxis and touts: Stick to the ranks at the terminal exit and on the Arrivals ground floor, or order from the touch screen terminals on Arrivals level 1. The meter runs RON 2.29 to RON 3.50 per km. If someone walks up to you offering a ride, that approach is itself an offence under Law 38/2003, whether it comes from a driver or from an intermediary. The Henri Coanda Air Transport Police Service enforces this inside the airport perimeter and answers on 021 201 3242.
Emergency call gotcha: Romania wants a SIM card in the phone before 112 will connect, so a wiped or SIM-free handset does not get through. Check that before you need it. From a foreign SIM the call is free, and no country code is needed. Calls are answered 24/7, in several widely spoken languages as well as national minority languages.
Do not drink from street fountains: Mains tap water and the water in street springs and public fountains are two different things. For 2025 the Bucharest Public Health Directorate lists 24 public fountains and 2 springs under a use ban, and both spring sites carry posted notices saying the water is not good to drink.
